Use of Blockchain in the Public Sector of Ukraine: Analysis and Prospects

Web3 Institute analysts, with the support of the Ministry of Digital Transformation of Ukraine, conducted a study on the use of Web3 technologies in the country's public sector. The purpose of the study is to provide stakeholders with information on the implementation of blockchain in various government agencies and organizations.

Key Case Studies

The researchers selected 32 cases at different stages of implementation, of which the most significant represent the use of blockchain in the following areas:
- State Land Cadastre
- Customs Service
- Registration of rights to real estate
- Piloting of e-hryvnia by the National Bank of Ukraine

These cases demonstrate the variety of applications of blockchain technology, from land registry to digital currency.

The report's authors note that the world is experiencing increased regulatory certainty and recognition of Web3 at the government level. This contributes to the development of blockchain projects and the introduction of decentralized solutions into everyday life. Ukraine does not stand aside: the country already has several national development strategies, such as the National Economic Strategy until 2030 and the Concept for the Development of Artificial Intelligence. In addition, there are legislative initiatives to regulate the circulation of cryptoassets.

Current Problems and Disadvantages

Despite the significant potential, the current stage of implementation of blockchain technologies in the public sector of Ukraine is accompanied by a number of problems:
- Unrelated initiatives: Existing projects are not integrated with each other.
- Lack of active implementation: Lack of new and experimental solutions.
- Inconsistency between goals and results: The gap between the stated goals, the results achieved and the tools used.

Deputy Minister of Digital Transformation for IT Development Alexander Bornyakov emphasizes that blockchain is already having an impact on various areas of life, providing effective and transparent solutions. In the public sector, blockchain has enormous potential to prevent data manipulation and protect against cyber threats.

Conclusions and Recommendations

The authors of the study concluded that the introduction of new technologies is a complex process that requires a systematic approach. The use of blockchain in the public sector of Ukraine has so far been considered only in certain industries, without taking into account global prospects. This demonstrates the need for a comprehensive roadmap for the development of the Web3 sector.

Earlier, the Ministry of Digital Transformation announced work on creating a regulatory sandbox for innovative projects. This space will allow startups and companies to test their solutions in conditions close to real ones, with minimal regulatory barriers.

A study conducted by the Web3 Institute with the support of the Ministry of Digital Development of Ukraine demonstrates the significant potential of blockchain technologies in the public sector. However, to achieve significant results, a systematic approach, integration of initiatives and active implementation of new solutions are required. Ukraine is on the path to digital transformation, and the further development of the Web3 sector will play a key role in this process.
