Oklahoma Bitcoin Reserve Bill Failed

An attempt to implement a strategic bitcoin reserve (SBR) in Oklahoma failed — the relevant Senate committee rejected the corresponding bill HB1203. The vote was 6-5, and even a change of position by one of the committee members at the last minute did not save the initiative.

Rep. Christie Gillespie changed her initial decision, supporting the project after appeals from her constituents, Bitcoin supporters. This became an occasion for activists to remind that the influence of civil opinion can play a decisive role. Satoshi Action Fund CEO Dennis Porter urged supporters of digital assets not to stand aside and contact government officials when such initiatives are being considered.

The bill was proposed by Congressman Cody Maynard in January 2025. The document proposed allowing the Oklahoma treasurer to invest in Bitcoin and other cryptocurrencies whose market cap exceeded $500 billion over the past year. To date, only Bitcoin meets these criteria.

Oklahoma is not the only state to have attempted to create an SBR. Since the beginning of the year, legislators in more than two dozen states have come forward with similar initiatives. However, a number of proposals have already been rejected in places such as Montana, Pennsylvania, North and South Dakota, and Wyoming.

According to Dennis Porter, 47 SBR bills have been filed in 26 different US states in 2025. Of these, 41 are still in various stages of consideration. Overall, 177 Bitcoin-related legislative initiatives have been filed at the state level this year.

Interest in Bitcoin is also growing at the federal level. In March 2025, President Donald Trump signed an executive order establishing a national Bitcoin reserve based on assets seized by the Treasury Department.

Despite the defeat in Oklahoma, the movement to legalize and institutionalize Bitcoin in the United States continues to gain momentum, turning into a large-scale legislative campaign across the country.
