British neobank Revolut has announced plans to set up a new headquarters in Paris and invest €1 billion in expanding its operations in France. The move is part of a wider strategy to strengthen the company’s position in Europe.

The announcement was made at the annual Choose France economic summit hosted by President Emmanuel Macron. The event is aimed at attracting foreign investment and is estimated to bring around €37 billion in investment to France by 2025. Revolut will be a major participant in this initiative.

The Paris headquarters will be an important element in the company’s structure, responsible for business in six countries: France, Spain, Italy, Portugal, Ireland and Germany. The expansion is expected to create around 200 jobs over three years.

Until now, Revolut's key offices have been located in London and Vilnius. At the same time, the Lithuanian division will continue to coordinate activities in Eastern European countries. As noted by the company's development director Antoine Le Nel, the two-center model helps to quickly adapt to the requirements of local regulators and provide clients with more relevant services.

Revolut is also in the process of obtaining a French license from the Prudential Supervision and Resolution Authority. According to Bloomberg, the initiative came from the regulator, since most of the neobank's retail clients are in France. This licensing is considered a key step in further strengthening its position in the local market.

It is worth noting that in the UK, the company received a similar license only three years later, and this process was accompanied by criticism from CEO Nikolai Storonsky, who called the British regulatory system overly bureaucratic.

Earlier, in 2018, Revolut opened its headquarters in Vilnius, which remains the base for operations in Eastern Europe. The company entered the Ukrainian market in early 2025, and services are expected to launch in Mexico in the coming months.

Given Revolut's scale and ambitions, the French direction is becoming one of the strategically key areas for the company's long-term growth in the EU.
