The EU has unveiled a new package of sanctions against Russia, including a complete ban on transactions with banks.

The European Union has unveiled its 19th package of restrictive measures against Russia. According to Kaja Kallas, Vice-President of the European Commission and head of European diplomacy, the sanctions are already having a significant impact on the country's economy, but the EU intends to continue expanding them until a just peace is achieved.

The new document proposes a complete ban on all transactions with Russian banks and other financial institutions, including those operating in third countries. It is also planned to include large companies that help circumvent restrictions or directly contribute to the development of Russia's military industry in the sanctions list. Additional measures will affect special economic zones and a number of Chinese enterprises supporting the Russian defense sector.

Particular attention is paid to energy, which remains a key source of income for the Kremlin. The EU intends to impose a complete ban on Russian LNG imports until January 2027, permanently lift exemptions for Rosneft and Gazprom Neft, and expand sanctions against the so-called "shadow fleet" of energy-carrying vessels.

Furthermore, the sanctions will limit Moscow's access to advanced technologies, including artificial intelligence, geospatial data, and critical materials needed for weapons production. These measures also apply to supplies from China and India.

A separate set of sanctions concerns individuals involved in the abduction and forced deportation of Ukrainian children to so-called "re-education" camps. The EU intends to streamline the process of imposing sanctions against such individuals to expedite its response to such violations.

Kallas emphasized that the main goal of the new package is to weaken Moscow's resources to continue the war: "Our message is clear: we will increase pressure with tougher sanctions while simultaneously providing military support to Ukraine until Russia agrees to a fair and sustainable settlement."

As a reminder, the preparation of this package became known on September 8, when its coordination with the United States was discussed. Previous sanctions included 69 organizations and over a hundred vessels, and also affected digital assets and companies involved in circumventing restrictions.

Thus, the new package of measures demonstrates the EU's desire to shut down key financial and energy channels on which the Russian economy depends and to complicate any attempts to circumvent them through third countries.
